CNC: Procedures and Agreements
There are a number of procedures and agreements that must be followed
by the committee. These include:
- NRC/CGU Partnership Agreement
The reporting requirements for the committee are listed
in the NRC/CGU Partnership Agreement signed in October, 1994.
This agreement requires:
- An annual report is to be sent to NRC Public and International
Relations by November 30. The report must demonstrate compliance
with the NRC/IUGG Agreement by the Committee.
- A report from the Canadian delegation on the IUGG General
Assembly (GA) that is due one month after the GA. This report
will underline the discussions and the decisions of the GA and
will demonstrate how the delegates followed the guidance given
by NRC.
- Membership Responsibility
The membership of CNC/IUGG is the responsibility of CGU.
- Membership Duration Considerations
To become familiar with the workings of IUGG and to hence
be more effective at IUGG General Assemblies, the following guidelines
were suggested at the 1995 IUGG Boulder meeting of CNC/IUGG.
- Members should be appointed for 4 years with a renewal of
appointment for an additional 4 years pending approval by the
CNC, the Canadian Nominating Society, and CGU.
- New appointments should be made within 12 months of the end
of an IUGG General Assembly.
- There should be four year overlaps of the periods of appointment
of the two members for each IUGG Association.
- The Chair of CNC/IUGG would also normally serve for 8 years
(with 2 opportunities of being chief delegate to the IUGG General
Assembly) with the term of appointment ending with the closing
of an IUGG General Assembly.
- Currently (as of 1997), this means that the terms of all
members will end in 1999 except for that of the Chair which
will end in 2003. In general, this will also mean that the Senior
Members of the IUGG Associations will step down as members of
CNC/IUGG in 1999, the terms of the Junior Members will be renewed
in 1999 to end in 2003, and new members will be added in 1999
whose term will run till 2003.
- Ex-Officio Members
There may also be ex-officio members of the committee.
- Letters of Accreditation
The Letters of Accreditation for national delegates to
meetings of IUGG and its associations is the responsibility of
CGU. It is critical that there is national representation at the
IUGG meetings by qualified scientists. This is a task carried
out in consultation with the CGU Secretariat and it is often the
case that the senior (or junior) members of the national members
of CNC/IUGG act as the representatives. On receipt of the CGU
recommendations, NRC as Canada's adhering member of the IUGG will
officially inform the IUGG affiliate organizations of the membership
of the Canadian delegation to the meetings of those organizations.
